State of Paixao
The floor of Paixao is a disaster zone. The city, once protected beneath ten domes, now rests in ruin, building and dome debris mixed together. Some of the city managed to come out unscathed, but the pieces that are left are highly unstable, as though disturbing it may make things fall.
The perimeter of the once-city is comprised of the survivors. Most of the citizens are more ready to snap and lash out in a way they've mostly never shown before, and the majority have clustered in the I-10/J-10/J-9 area of the map, near the destruction and surrounded by the river. There can, however, be some citizens mixed with the Outsiders, forlorn and withdrawn into themselves.
For those prepared to enter the once-city in search of trapped people and supplies, they might run across the occasional lumen curled in a corner, but the population in the city seems to have lessened. The Elysian Fields, however, are highly more populated. It's difficult to move far without coming across a skittish lumen.
The sun and moon that lit the city are gone with the domes. The only light not created by anyone is from the eerie glow of the fields. There is no weather out here. Without the city to mark some source of life, the atmosphere of the floor is more haunting than Halloween Town.

There's at least one camp in St. Destino. Gwen's been setting up there and, presumably, got some supplies from the city thanks to her family. Blankets (some torn) spread out for people, and she will have been healing people in spurts.
I know Riku was trying to work out some things, so I bet there's clusters of chars around the city's destruction.
The major is in the middle of the citizens clustered by the rivers. It's impossible to get to him lol. Other citizens will probably maul anyone in the process.

And if she doesn't hear from him soon, she's going in after him.Austria: Somewhere outside the city (possibly with Terra, if her mun doesn't mind), trying to find out where Flandre's hiding out so he can go find her and get her out of the rubble.
